Assemblyman Bill Emmerson, R-Hemet, has introduced a bill intended to prevent so-called sanctuary cities from placing illegal immigrants with criminal convictions into group homes in other communities.

The bill is inspired by a 2008 episode in which San Francisco placed several young criminals in a Yucaipa facility without alerting local officials. The youths, believed to be illegal immigrants, escaped from the group home in June 2008.

The bill goes beyond last year’s successful measure by state Sen. Bob Dutton, R-Rancho Cucamonga, that requires counties to give a heads-up when they place offenders in another county…
